More detail on this person: LTC Ranald D. Council Retired Army Lt. Col. Ranald D. Council, 65, of San Rafael, Calif., died Monday in Marin General Hospital, San Rafael. He was the husband of Marie (Mooney) Whitaker Council. Born in Reading, he was a son of the late Connie B. and Elizabeth (Nyce) Council. A 1942 graduate of the former Shillington High School, he was a member of the 1949 graduating class at the United States Military Academy, West Point, N.Y. An Army Veteran of the Korean and Vietnam wars, he had been stationed at posts in Germany and Panama. During his tour of duty, he also served as a Reserve Officer Training Corps teacher at Ohio State University. Following his retirement, he had been director of the ROTC program for the Oakland (Calif.) Unified School District. In addition to his wife, he is survived by a stepdaughter, and a brother, Conway B. Council, Shillington. Also three sisters.
