Hall was a retired Army aviator and manager of operations for United Space Alliance. Born in Philadelphia, he moved to Central Florida in 1982. He was Episcopalian. He was a member of the National Management Association, Masons and American Society of Quality Engineers. He was an Army veteran of the Korean and Vietnam wars.
