Lumpkins, president and 26-year member of Local Lodge 193 of the International Brotherhood of Boilermakers, died in his sleep of a heart attack Monday at his East Baltimore home. He was 53. Mr. Lumpkins joined the union in 1971, was president from 1987 to 1993 and was elected again last year. As a boilermaker, he worked for area contractors. He moved to Baltimore from Portsmouth, Ohio, when he was 1. He enlisted in the Army before finishing high school and earned his General Educational Development diploma while in the service. He was a helicopter pilot from 1961 to 1970, and served two tours of duty in Vietnam. He was a member of Armistead Veterans of Foreign Wars Post 10075 and the Riverside and United Democratic clubs. On behalf of organized labor, he frequently lobbied Congress during debates on trade agreements. A memorial service is planned for 7 p.m. today at Connelly Funeral Home of Essex, 300 Mace Ave. He is survived by his wife of 26 years, the former Irene Smith; two sons, Daniel Lucky Lumpkins of Belcamp and Donald Murray Lumpkins of Baltimore; a daughter, Jacqueline Anne Conn of Abingdon; his mother, Jerry Roark, and his stepfather, Robert Roark, of Baltimore; a brother, Phil Lumpkins of Quaker City, Ohio; a sister, Peggy Kaetzel of Middlesex; and four grandchildren.
